Lead purchase and refund policy — draft for review
What is purchased
A purchase grants conditional access to an authorized project contact brief. It does not guarantee the customer will respond, accept a quote, obtain financing or award a contract. Prices shown in the private build are experimental test prices.
Sharing tiers
Shared Access permits up to three paying installers total. First Access gives one buyer a 48-hour head start from verified fulfillment, after which up to two more may buy shared access. Exclusive and Premium Commercial Exclusive permit one buyer only with no later resale of that opportunity. Match Me permits exclusive offers; Compare Bids permits shared/first offers.
Freshness and pricing
Shared prices may decrease with age after active interest is reconfirmed. Eligible installers see the current exact price in their private order review. Listing age uses trusted operator verification, not the original submission date. After 30 days, the project is unavailable until reverified. Admin changes apply to new checkout quotes; a reserved purchase retains its price and rule snapshot.
Payment and delivery
Checkout is hosted by the payment provider. A browser return page never proves payment. The server checks payment status, amount, currency, project state, current sharing permission and installer eligibility before release. New upfront-consent projects need no further owner approval. Legacy projects require current named approval unless explicitly switched by the decision-maker. Consent changes while checkout is pending can block fulfillment and require reconciliation. Failed payments do not authorize access. A paid transaction that cannot safely be fulfilled is held for reconciliation and refund review.
Refund review
The default request window is seven days from payment, adjustable for future quotes. Report duplicate billing, unusable contact information, a project cancelled before purchase or a material mismatch with the approved brief, with evidence. A lost bid or lower-than-expected profit alone does not establish invalidity. Statutory rights are not waived by this draft.
Outcome and access
The operator reviews requests and may approve a provider refund. Pending or completed refunds revoke platform access. Cancellation or privacy withdrawal also revokes future access; past disclosure cannot be undone. Lifetime buyer counts are not reduced and exclusive leads never reopen for resale. Store-credit balances and automatic credit issuance are not implemented; do not promise them.
Suspected and confirmed invalid opportunities
Serious reports by confirmed buyers pause further sales and contact downloads pending independent investigation. Confirmed fabricated projects, unauthorized submissions, materially false contacts or duplicate opportunities sold to the same company require a full original-method refund for affected purchases. All affected buyers enter review even if they did not report the problem or the normal reporting window expired. A queued review is not a completed refund; provider confirmation is required. Losing a bid or non-response alone does not establish invalidity. Confirmed invalid opportunities are never resold. See the qualification and investigation process.

Identity before introduction
Before verified payment, counterpart identities, exact addresses, contact details, free-text scope, files, logos and links are withheld. Legacy individual requests use private references and explicit recipient consent. After an authorized paid introduction, both parties receive the relevant counterpart details and can communicate directly. No technology can recall information already disclosed or guarantee that a person cannot infer a property from outside information.
Contact downloads
Authorized purchased contacts can be exported as CSV or vCard for the project inquiry only. Each download is permission-checked and audited. No unrelated marketing or resale is authorized. Refunded, revoked, paused, closed or deleted contacts cannot be exported again; previously downloaded copies cannot be recalled.
Fair access and purchase eligibility
All suitable, credential-approved companies can discover eligible projects. Open purchasing is enabled, with no weekly purchase quota or volume-based waiting period. Optional operator controls can introduce temporary repeat-buyer restrictions, but are off by default. The installer portal explains current rules and restrictions before checkout. First Access does not bypass this guard. One unresolved checkout per company applies while the guard is enabled. A match, alert or order review does not reserve a place; no minimum lead volume or job award is guaranteed.
Confirmed introductions remain in purchase history after a refund, and refunds do not restore used project places. Accounts sharing a license are grouped for distribution controls. Related businesses or license changes require operator identity review. Existing reserved checkouts retain admission; all consent, price, qualification and payment-verification safeguards continue.
